§ Mr. YoungerLocal authorities in Scotland no longer require loan sanction 523W for individual projects, but they require my consent before incurring capital expenses. It is for each council to determine its priorities within each programme. The provisional capital allocation for 1980–81 and the guideline figures for later years for Borders region include provision for this extension. Before I reach a decision on the final capital consents for 1980–81 I intend to ask the regional council to inform me when it submits its financial plans whether it still wishes to proceed with this project.
