§ Mr. YoungerFollowing discussions between the Government and the other parties represented in Scotland talks are to be established on ways of improving the government of Scotland through changes in the way Scottish business is handled in Parliament. The Labour Party has already agreed to take part and my right hon. Friend the Chancellor of the Duchy of Lancaster and I still hope to secure the participation of the other two parties.
