§ Mr. Pavittasked the Secretary of State for Social Services (1) why the sum of £1,100,000 was withheld from the payments due from his Department to the Brent and Harrow area health authority; and if he will make a statement;
(2) why he has spread the repayment of funds due to the Brent and Harrow area health authority over a period of four years; what is his estimate of the extra interest incurred as a result of his decision; and if he will now increase the funds to the area health authority by the sum that has been thereby lost.
