§ Mr. Dalyellasked the Lord Privy Seal if he will make a statement on the report of Her Majesty's Ambassador in Luanda on his visit to Lubango and Xangongo, following air-raids from South Africa, by Mirage jets and Impala aircraft, on 26 September, as a result of which substantial numbers of civilians and schoolchildren were killed.
§ Mr. LuceAt the invitation of the Angolan Government the British and French Ambassadors to Angola visited Lubango in Southern Angola on 4 October 1979. They were shown damage caused by a South African Air Force attack, which took place on 26 September 1979. Plans to take them to see damage which had been caused by a similar attack on Xangongo were cancelled for administrative reasons.
As the British representative to the United Nations made clear in his statement to the United Nations Security Council on 1 November 1979, Her Majesty's Government deplore any escalation of violence, either within Namibia or in neighbouring countries. They remain firmly committed to negotiations leading to a peaceful and early settlement of the problems of Southern Africa.
