§ Sir George YoungI refer the hon. Member to the report (HC 268) which my right hon. Friend, and my right hon. Friend the Secretary of State for Wales, made jointly to Parliament in November 1979 on the operation in England and Wales of those sections of the Children Act 1975 which are in force.
