§ Mr. HurdThere are now 167 officers in the Diplomatic Service, at home and overseas, graded under-secretary or equivalent rank and above, of whom one holds a degree in mechanical sciences. Of the 14 officers of similar rank in the Overseas Development Administration, one is a scientist.
