asked the Minister of Transport whether in the allocation of road track costs for 1979–80 to various classes of road users, all maintenance items for motorways and for other roads are allocated on an identical basis.

With the exception of those costs attributed to pedestrians, each item of maintenance expenditure for the whole road network is allocated between road users according to either vehicle kilometers, the weight of the vehicle times the kilometers run, the fourth power of the weights of the axles times the kilometres run, or a combination of these. My reply to the hon. Member of 17 December 1979—[Vol. 976, c.80.]—indicated the basis of allocation for those items of maintenance costs attributed to pedestrians.
