Miss Richardson

asked the Secretary of State for the Environment (1) whether, in view of the public concern about explosions or potential hazards at the premises manufacturing, processing or storing dangerous materials, he will consider seeking to amend the Town and Country Planning Act 1948 to give local authorities more discretion in the granting of plan- ning permission, or enable them to withdraw permission if they consider any later factors make this action necessary or desirable.

(2) if he will seek to amend the Town and Country Planning Act 1948 to enable local authorities to investigate firms with a user established before 1948 and to confirm whether they comply with the Act.
