§ Mr. MacfarlaneUnder clause 22 of the Education (No. 2) Bill, a local education authority may provide milk to pupils in schools maintained by it, may charge for it as it thinks fit, and is required to remit the whole or part of the charge if, having regard to particular circumstances, it considers it appropriate to do so.
