asked the Secretary of State for Social Services if he is now able to publish the report of the committee of inquiry into the death of Paul Brown; and if he will make a statement.

The report of the committee of inquiry into the case of Paul Steven Brown is published today (Cmnd. 8107). I am most grateful to the chairman and members of the committee for giving up so much of their time to inquire into this sad case. The circumstances leading up to the death of Paul Brown in 1976 have been the subject of controversy ever since. The publication of this report will, I hope, now enable those concerned to concentrate on improving services for the future. I have written to the leader of the Wirral borough council and to the chairman of the Wirral area health authority seeking comments and asking for a report on the changes which they intend to make in organisation and procedure to ensure an effective and efficient service.
