§ Mr. Kenneth Bakerasked the Secretary of State for the Home Department whether he will consider making organisations that hold marches and rallies in central London responsible, either in part or in whole, for the policing costs in those cases where the Greater London Council and the appropriate London borough council have recommended to the Commissioner of Police of the Metropolis that such a march or rally should not take place.
