asked the Minister for the Civil Service if he will make a statement outlining the provisions relating to senior members of the Civil Service taking outside employment after their retirement; in particular whether such persons are required to seek permission to take up employment in writing; whether they are required to reveal the source of income in the new employment; and if any special rules apply to forms of employment involving the dissemination of political propaganda in areas of their former Civil Service employment.

The provisions which relate to former senior civil servants taking outside employment are set out in the rules on the acceptance of outside business appointments by Crown servants, a copy of which is in the Library. Applications submitted in accordance with those rules are expected to be in writing. Details of the income attached to any proposed appointment are not normally required.

There are no other special rules relating to former civil servants, but they are expected to obtain permission before taking part in any activity which involves the disclosure of official information or the use of their official experience
