§ Mr. Kenneth ClarkeCauses of accidents are not identified in reports to my Department. In 1979, 7 per cent. of injury accident reports indicate the presence of ice or snow. Half the vehicles involved skidded. A particular recent period could not be analysed without disproportionate cost.
