asked the Secretary of State for the Environment if he will set up a departmental review of the future cost to public funds of replacing crumbling sewers which would be unnecessary if stitch-in-time renovation were made in the next 12 months.

No. The replacement or renovation of buried assets in England is the responsibility of individual regional water authorities and their agent district councils and it is for them to determine their priorities within the overall capital allocations and other budgetary constraints under which they are operating.
