§ Mr. Geoffrey FinsbergA national television, poster and leaflet campaign was run by my Department during October to promote take-up of the new special grant, of 90 per cent. of the cost of loft insulation up to a maximum of £90, for the elderly on low incomes. The Department of Energy is currently widely distributing a leaflet, "Winter Heating Costs", which lists the various forms of help available and gives prominence to the new grant. Reliable information on take-up will not be available until early next year.
