asked the Secretary of State for the Home Department if he will end the arrangements by which immigrant workers who have entered the United Kingdom holding work permits should be accepted for permanent settlement after four years in approved employment.

No. The International Labour Organisation's Convention and Recommendation on Migration for Employment, which the United Kingdom ratified in 1952, provides that restrictions should normally be removed from immigrants admitted for employment after five years. Maintaining restrictions for a
