(2) if he intends to introduce cash payments to blood donors through the National Health Service or any of its agencies.
§ Dr. VaughanI wish to preserve the voluntary blood donor system in this country. I do not intend to introduce payment to donors and, if necessary, I should be prepared to discourage private companies from offering them.
