§ Sir Frederic Bennettasked the Lord Privy Seal whether it is a necessary prior condition to any Palestinian settlement to ensure the right of self-determination for the Palestinians on the West Bank and in the Gaza Strip, as proposed in recommendation 349 of the Western European Union Assembly.
§ Mr. HurdAs the European Council declaration of 13 June makes clear, we and the other members of the Nine believe that a comprehensive peace settlement in the Middle East must allow the Palestinians to exercise their right to self-determination through an appropriate process defined within the framework of such a settlement. It must also involve recognition of the right to existence and security of all states in the region, including Israel.
