§ Mr. Ernie Rossasked the Secretary of State for Scotland if he will seek to take powers to require local authorities in Scotland to reverse any actions taken by their employees as a result of decisions taken by sub-committees of the full council in circumstances where such decisions should have received approval from the full council before having effect, but did not do so.

§ Mr. RifkindNo. Under part V of the Local Government (Scotland) Act of 1973 it is for each local authority to regulate its own internal procedure on matters such as this and I have no evidence that further powers are necessary.
