asked the Minister of Transport whether he has any proposals to give more decision-making powers to local highway authorities to determine applications for speed restrictions and pedestrian crossings on non-trunk roads.

We plan to remove, when the opportunity offers, the requirement that schemes for pedestrian crossings on local roads should have my right hon. Friend's approval. Speed restrictions on local roads need consent only if the road is a principal road or a limit under 30 mph is proposed. I envisage no change here.
