asked the Secretary of State for Scotland what was the value of the award made by the Clegg Commission to National Health Service staff in Scotland for 1979–80 in total; how much the Government allocated to health boards to pay the awards; and what are the comparable figures for 1980–81.

The estimated gross cost to the NHS in Scotland in 1979–80 and 1980–81 of the various Clegg awards is £26 million and £89 million respectively. Apart from small sums required for bodies such as the Common Services Agency and State hospital the whole of these amounts have been allocated to health boards with the exception of £0.3 million which was withheld from the 1979–80 allocations to health boards as an incentive to eliminate inefficient working practices identified by the Clegg Commission.
