asked the Secretary of State for Trade if he is satisfied that there is adequate legislative provision to prevent banks from acting in liaison with regard to a joint policy of withdrawing small branch facilities from rural areas, to the detriment of the general public.

Any collective action by banks on the provision of services in specific geographical areas would be likely to come within the scope of the Restrictive Trade Practices Act 1976 which is enforced by the Director General of Fair Trading.
