§ Mr. MacfarlaneIn 1978–79 the figures for England and Wales were, in round figures, 2 per cent. on school transport, 6 per cent. on school meals and milk, and 7 per cent. on other items of non-educational expenditure, these being taken for the purpose of this question as re-expenditure.
