The allocations for 1979–80 were not used as a basis for the 1980–81 allocations, which were based on the housing investment programme bids submitted by authorities, modified by their previous success in fulfilling their programmes, and the resources available for housing in Wales overall.

The hon. Member will have to seek information about bids for 1980–81 from the local authorities themselves in accordance with the undertaking given by the previous Administration.

Expressed as a percentage of total revenue expenditure all-Wales headquarters administration expenditure has declined from a maximum of 4.28 per cent. in 1976–77 to 3.87 per cent. in 1978–79.
