§ Sir Keith JosephIn the debate on regional policy on 24 July I said that the increased minimum value requirements, which I announced on 17 July, would be brought into effect under my discretion and would be embodied in the Industry Bill. In fact, the requirements have been set by discretion since the commencement of the scheme in March 1972. The Industry Bill therefore does not include any provision in this respect.
