§ Mr. WhitelawI made a statement of policy on the Royal Commission's recommendation for a British horse racing authority in reply to a question by my hon. Friend the Member for Richmond. Yorks. (Sir T. Kitson) on 19 July. Proposals to implement some of the recommendations on lotteries are contained in a consultative document issued on 22 October. As announced in the Business Statement on 25 October, the House is to debate on 29 October a motion to take note of the Royal Commission's report.
