asked the Chancellor of the Exchequer what proposals have been made to secure a balance between the United Kingdom contribution to and receipts from the EEC budget.

The European Commission has prepared two papers, setting out a number of ways in which the United Kingdom's excessive net contribution to the Community budget might be reduced. The European Council will consider these proposals when it meets in Dublin later this week.

As I told the House on 22 November, I believe that our Community partners are increasingly aware of the inequity of the United Kingdom's net contribution to the Community budget. My right hon. Friends the Prime Minister and the Foreign Secretary are determined to build on this and to secure agreement on an early and effective remedy when the European Council meets in Dublin later this week.
