§ The Prime MinisterThe Government noted from earlier debates on section 1(3) orders that Parliament is concerned with the impact a Community Treaty entered into by the United Kingdom may have upon United Kingdom domestic law. Accordingly, we have decided that it would normally be more appropriate for departmental Ministers rather than Foreign and Commonwealth Office Ministers to introduce draft orders so that they may explain the significance of the Treaty and answer questions on detail.
