asked Her Majesty's Government:

Whether the statement by the Home Secretary in the House of Commons on 29th October 1979 (Hansard, col. 844) that he is ready to approve "the payment of expenses out of the proceeds of the levy" indicates his willingness to approve a scheme submitted by the Levy Board in accordance with the provisions of Section 25 of the Betting, Gaming and Lotteries Act 1963 and that his approval to finance such a scheme will be limited to the expenses arising in connection with the Advisory Council's role of advising the Horse Race Betting Levy Board.

The noble Lord is correct in assuming that my right honourable friend the Home Secretary's statement indicated his willingness to approve the payment by the Horserace Betting Levy Board of the expenses of the proposed Horseracing Advisory Council in accordance with a scheme under Section 25 of the Betting, Gaming and Lotteries Act 1963; but the Home Secretary's approval will not be limited to expenses arising in connection with the Council's role of advising the Levy Board.
