asked Her Majesty's Government:

What was the total estimated expenditure on goods and services by foreign students in 1977; what proportion of this was of imported goods and services; and what demands were imposed on the Department of Education and Science and the Department of Health and Social Security Votes, and Votes of other departments by foreign students in that year.

No firmly based estimate is available on expenditure in 1977 or other years by overseas students on goods and services, or the proportion which were imported. The demands made in the financial year 1977–78 were about £120 million on the Education budgets; £28.0 million on the then ODM Vote and £2.3 million on the FCO Vote. The effect on the Votes of the Department of Health and Social Security and of other departments cannot be estimated.
