§ Mr. Altonasked the Chancellor of the Exchequer if he will examine the possibility of providing a larger duty differential between pipe tobaccos and tobaccos used in other forms of smoking, in the light of the effect that increased duty has had on the pipe tobacco industry, and the smaller health risks posed by pipe tobacco compared with cigarettes.
