Mr. John Grant

asked the Secretary of State for Industry what plans he has to expand co-operative enterprise through the Co-operative Development Agency; and if he will make a statement.

One of the agency's statutory functions is to identify and recommend ways in which the establishment, development and evolution of co-operatives might be facilitated. I understand that the agency has decided to concentrate first on helping the formation of viable industrial and service co-operatives owned and controlled by the people who work in them. I welcome the prospect of a flourishing producer co-operative sector.

My right hon. Friend hopes to be in touch shortly with the agency's chairman, Lord Oram, to arrange an early discussion on the best way forward.

When my right hon. Friend receives the agency's report on its operations during the period ended 31 March 1979, a copy will be laid before the House.
