asked the Secretary of State for the Home Department if he will list all those standard minimum rules of the Council of Europe relating to the treatment of prisoners which he has implemented and those which he has not, with reasons for the latter.

Prison rules and regulations generally reflect the principles of good practice for the treatment of prisoners recommended in the standard minimum rules. Out of 94 rules there are only two where our practice differs to any significant extent. Prisoners may not make complaints or requests under confidential cover to the central prison administration as recommended in rule 36(3) because this would be impractical in our large regionalised prison administration. Rule 37, which deals with prisoners' communications, is not fully implemented but is under review.
