asked the Lord President of the Council why expenditure was incurred on the building in Scotland and Wales for Assembly chambers before the result of the referenda in the two parts of the United Kingdom were known.

Mr. Foot

To have delayed all work on the Assembly buildings until after the referenda would have caused unacceptable delays in the implementation of devolution in the event of Parliament voting to commence the legislation.
