Mr. Neubert

asked the Chancellor of the Exchequer whether, in view of the serious effects on trade through the port of Felixstowe and resultant loss of livelihood occasioned by the current work-to-rule by Her Majesty's Customs and Excise, he will sanction the issue of a waiver to allow goods to be cleared in advance of the examination of supporting paper-work.
