§ Mr. Merlyn Rees2,250 copies for training use were printed in 1976. Distribution to the public would be most effective at a time of heightened tension, as part of a comprehensive publicity campaign. The estimated cost of producing and distributing 23 million copies to householders is £1.7 million.
