§ Mr. Denis HowellNo direct discussions with the governing bodies of sport took place before this circular was published. The circular reports a series of suggestions put by a small specialist group to my working party on centres of excellence. On this working party the Central Council of Physical Recreation represents the governing bodies of sport and other associations, and the Sports Council is also represented. Members of the working party should be aware of this circular's proposals and of the considerations leading to its conclusions.
