§ Mr. Brightasked the Secretary of State for the Environment whether he intends to review the present distribution of the rate support grant between the metropolitan authorities and the shire counties;
(2) whether he will review the basis on which the needs element in the rate support grant is calculated.
§ Mr. KingWe are at present considering the future distribution arrangements for the rate support grant, including the needs element. In doing so, we shall certainly be looking at the overall balance between different classes of authority.
§ Mr. Brightasked the Secretary of State for the Environment whether he intends to retain the grant element from central Government as an essential element of local authority financing.
