Mr. Dodsworth

asked the Secretary of State for the Environment if he will refuse applications for planning permission for development along the line of the M25 where these applications are wholly within the green belt.

Mr. King

Development control is the responsibility of the local planning authorities. The general presumption against development in the green belt or in other areas of restraint is not affected by proposals for the M25.

Mr. Dodsworth

asked the Secretary of State for the Environment if he will give an assurance that he will not accept any proposals to make the M25 a new boundary for the Greater London Council.

Mr. King

I am not aware that any such proposals have been made. In any case, such an assurance would be premature, for the Local Government Boundary Commission will not be commencing its review of Greater London boundaries until 1984 at the earliest.
