asked the Lord Privy Seal what action is being taken to inform immigration officers of the details of previous immigrants who have since deceased so that their passports cannot be illegally used.

None. Passports of deceased persons surrendered to United Kingdom passport issuing authorities are either destroyed or cancelled and returned to the next of kin. It would be administratively difficult to maintain a central record of deceased immigrants. United Kingdom passports incorporate a number of security devices designed to prevent fraudulent misuse by third parties.
