Mr. Woodall

asked the Lord Privy Seal whether, pursuant to the Helsinki Final Act, he will make representations to the Government of the Union of Soviet Socialist Republics regarding the case of Colonel Lev Ovsischer, an air force hero of the Second World War, and his wife Nabozhda, who have been waiting to leave the Union of Soviet Socialist Republics since 1972, and who both wish to join their daughter, Tanya, in Israel.

The Government will continue to press for full implementation of the Helsinki Final Act. We shall make representations to the Soviet authorities about individual human rights cases with a direct United Kingdom connection. Where this is not so, we shall take decisions about representations on a case by case basis, taking into account a number of factors including the chances of success. Colonel Ovsischer's case, which is one of these, will be borne in mind in the contacts which we have with the Soviet authorities on this subject.
