§ Mr. Butcherasked the Minister of Transport if he will introduce legislation to exempt racehorse and livestock transporters from the current regulations on spreadover, and increase the spreadover to 14 hours.
§ Mr. FowlerThe regulations relating to drivers working in connection with the carriage of animals, including racehorses, are very complicated and I am writing to my hon. Friend to explain the position on "spreadover". I am, however, satisfied that the regulations are sufficiently flexible to meet most needs. I have no 471W plans to alter British regulations in this respect, and it is of course not open to member States unilaterally to vary the requirement of EEC regulations.
