asked the Minister of Transport what discussions were held with the fire service before the decision was reached to implement regulations that will make it an offence from October 1980 to park on the pavement in urban roads subject to a speed limit of 40 mph or less; and whether views were expressed by the fire service concerning the possibility that stopping cars from parking on the pavement in narrow roads would impede fire fighting vehicles.

I understand that the central fire brigades' advisory council was not consulted directly. However, the legislation provides for exempting particular roads from the ban, and local authorities were advised specifically to exempt roads where access for emergency service vehicles would be difficult if parking were confined to the carriageway.
