asked the Minister of Transport what action he proposes to take on the report of the independent committee of inquiry into road haulage operators licensing—the Foster report.

Mr. Fowler

The report gives a welcome endorsement to the existing system of road freight licensing. It nevertheless makes 91 detailed recommendations for changes to the system and related matters. I am having these fully considered in the light of the large number of comments that have been received by my Department since the report was published. This task is now well advanced, and I hope to publish a detailed response to the report in the autumn, indicating what action I propose. It is unlikely that any legislation which may be necessary to implement such proposals will be introduced in this Session of Parliament.
