asked the Secretary of State for the Environment whether he will make a statement on the proposals of the Association of County Councils to remove the statutory obligations on local authorities to provide certain services, and what advice he has received from the consultative council on local government finance on these questions.

I am considering urgently and carefully the proposals put forward by the association in the con sultative council. That council is a forum for consultation between Ministers and local government; it does not offer advice.
