I have no plans for any substantial changes to the exemption limits, which are maintained for practical reasons. All Weights and Measures Acts since 1926 have specifically exempted small packages from quantity marking. To require goods sold in such small quantities to be weight-marked would usually involve additional costs and thus raise prices.
