asked the Minister of Transport if he is in a position to announce the form and membership of the inquiry on lorries and their impact on the environment; and if he will make a statement.

I am very pleased to be able to announce that Sir Arthur Armitage, the vice-chancellor of Manchester university and professor of common law there, has accepted my invitation to undertake this independent inquiry. He will be assisted in his consideration of the evidence by impartial assessors who will be experts in the professional and technical subjects most relevant to the inquiry. I shall, in consultation with Sir Arthur Armitage, be announcing the names of the assessors shortly.

Once the inquiry formally starts, organisations will be able to submit evidence and views. The conduct of the inquiry will be a matter for Sir Arthur Armitage.
