§ Mr. ChannonThe services given are as good as the present distribution arrangements allow. Her Majesty's Stationery Office is already implementing plans for the improvement of these arrangements; but the relocation of the London warehouse, the change in the operating procedures and the staff negotiations involved mean that there must inevitably be a considerable delay in achieving the improvement which I recognise as essential.
