§ Mr. RifkindIt is for the local authorities themselves to determine how best to meet housing needs in their areas. The available statistics show that of the 8,647 dwellings for which tenders were accepted by Scottish local authorities in 1977 and 1978, 6,829 were houses of one to three storeys.
