asked Her Majesty's Government:

Whether they will give total EEC expenditure and United Kingdom contribution in 1978–79 and expected spending in 1979–80 for the following Ethiopian programmes:

  1. (a) relief programmes including food aid supplied direct;
  2. (b) relief programmes including food aid supplied through voluntary agencies;
  3. (c) development programmes undertaken directly;
  4. (d) EEC co-funded development programmes run by European voluntary agencies;
and whether they will give details of these programmes.

Whether they will give the expenditure in 1978–79 and expected spending in 1979–80 on the following Ethiopian programmes:

  1. (a) UK co-funded development programmes run by UK voluntary agencies;
  2. (b) refunds to voluntary agencies in respect of transporting relief supplies to Ethiopia;
  3. (c) the UNHCR's programme in the Ogaden;
  4. (d) directly funded development programmes;
  5. (e) directly supplied food aid and other relief aid; and whether they will give details of these programmes.

(i) Expenditure in 1978–79:

  1. (a) £6,457 for two rural health projects by the Sudan Interior Mission and £2,025 for a Save The Children Fund health project in Tigre.
  2. (b) £50,000 contributed to the UK Disasters Emergency Committee to meet the cost of transporting relief supplies for the Horn of Africa (including Ethiopia).
  3. (c) £750,000 contributed to the UNHCR in response to the April 1978 appeal for the Horn of Africa. The UNHCR does not have a relief programme for the Ogaden as such.
  4. (d) Figures for 1978–79 are not yet available. Expenditure in calendar year 1978 comprised £2,293 million capital aid and £547,000 technical co-operation.
  5. (e) £687,314 for 10,000 tonnes of soft wheat sent under the World Food Programme; £74,780 for relief supplies for Ethiopian refugees in the Sudan; 1608 £250,000 contributed to the ICRC for its operations in the Horn of Africa; and a contribution of £1 million to the ICRC appeal for Africa (for the six months from November 1978), of which it is understood some £400,000 was allocated to the Horn of Africa.

(ii) Expected spending in 1979–80:

  1. (a) £1,019 for the Save The Children Fund project in Tigre.
  2. (b) This is under consideration.
  3. (c) No further contribution is planned for this year.
  4. (d) Expenditure on existing commitments is expected to be about £1.4 million.
  5. (e) An estimated £1.78 million for 14,574 tonnes of soft wheat to be sent under the World Food Programme. UK relief aid is not budgeted for in advance.
